The 57th GST Council (8 October 2026) recommended simpler GST registration, automatic acceptance of most registration changes and cancellations, and an easier route for small sellers on e-commerce platforms. These are recommendations for now: each change starts only after the government issues a circular, notification or law amendment.

What did the 57th GST Council decide on 8 October 2026?

The Council met in New Delhi. Last year's meeting cut tax rates. This one was about process: registration, returns, refunds and notices.

It also recommended removing the power to arrest under GST, raising the prosecution limit from ₹1 crore to ₹5 crore, and cutting the highest general penalty from ₹25,000 to ₹10,000. Only the circulars, notifications and law amendments that follow will have the force of law.

Is GST registration becoming easier?

Yes, if the recommendations are notified. Under the automatic route (rule 14A) the portal already registers you without an officer when you do not plan to pass on input tax credit (ITC) of more than ₹2.5 lakh a month.

For other applications the Council wants a circular that lists the documents needed, FAQs, drop down boxes in Form GST REG-01, and a friendlier portal. This should cut rejections and queries. Our GST registration guide shows today's steps.

Can I cancel my GST registration online without an officer?

Not yet. The Council recommended that Form GST REG-16 be accepted automatically once all pending returns are filed and all dues are paid. Phase 1 covers a taxpayer who never passed on ITC above ₹2.5 lakh in a month, or who filed the final return in Form GSTR-10 on time. Phase 2 covers every application.

Until this is notified, the normal process stays: file pending returns, pay dues, then apply for cancellation.

Can small sellers on e-commerce platforms register in other states?

The Council recommended a new rule 14B. A small seller of goods on e-commerce platforms could register in a state where they have no shop or office by naming the platform's warehouse there as their principal place of business. Registration would be automatic if you pass on ITC of no more than ₹2.5 lakh a month.

If you run an online selling business, watch for the notification. It could save you from renting space in every state.

Is there relief on GST late fees for small taxpayers?

Yes, as a recommendation. If your turnover in the last financial year was ₹5 crore or less, the late fee on a delayed GST return under section 39(1) would be waived when you file by the end of the month in which it was due. The Council also approved in principle an optional quarterly payment scheme (ARQP) for taxpayers up to ₹5 crore who sell only to unregistered buyers.

Frequently asked questions

Are the 57th GST Council decisions in force?

No. They are recommendations. The PIB note says the changes will be given effect through circulars, notifications and law amendments, which alone have the force of law.

What is the ₹2.5 lakh limit in GST registration?

It is the input tax credit you plan to pass on to buyers in a month. If you do not plan to pass on more than ₹2.5 lakh a month, the portal can register you automatically under rule 14A.

GST registration kaise cancel kare?

Abhi purane tareeke se: pending returns file karein, dues bharein, phir GST REG-16 se cancellation apply karein. 57th Council ne sujhaya hai ki returns aur dues clear hone par application apne aap accept ho jaye. Yeh abhi notify nahi hua hai.

Short summary in Hinglish

57th GST Council (8 October 2026) ne GST registration aasan karne ki sifarish ki hai: documents ki saaf list, details badalna aur registration cancel karna apne aap ho jaye, aur chhote online sellers doosre state mein bina dukaan ke register kar sakein. Ye abhi sirf sifarishein hain. Naye rules CBIC ki notification ke baad hi lagenge.
